Do you think 'every' is the word that collocates with 'likelihood' as it normally does, or do you know any other word more accurate for the context given in the phrase?
I mean, if, as the text implies, there is a possibility that they've been held up, 'every' sounds too certain to me, considering that the fact is not sure.
