Remote desktop session host windows server 2019

So we have a couple of new Windows Server 2012 Terminal servers in our network that have been working fine, and they are set to get their per user license from a separate RDS licensing server. We have not long replaced our aging RDS licensing server with this new one, but I noticed it is still hosting 'Remote sessions', so if I shut down this server it will close all user sessions (as I found out ).

My question is:

Do we need a Remote session host controller at all? Why can't the terminal servers handle this themselves? And how do these terminal servers 'know' of the session host controller, because I didn't specify where the old session host controller was.... I'm assuming in a GPO somewhere?

Yes.

In 2019 you will need one RDCB- Remote Desktop Connection Broker. This will be the server that redirects clients to your session host. As well as managing the session host settings.

The session hosts will be the RDS servers themselves that the users will connect to and do whatever they need to do.

Here is a good set of guides. They are for 2012 but will be very similar to 2019

you can licensing role and terminal session host installed in separate servers, you need session host if you want multiple users to log in

I would prefer them both on the same server if that is ok. So how would these terminal servers know of the session host controller? Where would it be specified?

There is not a role called "session host controller"
Are you talking about an RDGateway? Or an RD Connection broker?
Or are you talking about a different load balancer?
A gateway proxies all RDP connections so rebooting it would kill all active connections.
The RDCB just manages the farm and redirects incoming connections to session hosts. Rebooting it should not clear existing connections but may stop new connections until it is restored.

You can run session hosts without an RDCB but management of the session host will have to be done via powershell.

Yes sorry, I think my terminology was from the current 2008 setup... I would imagine it's a gateway then? All I know is that when I rebooted the soon to be decommissioned server, a couple of people who use the terminal server lost connection. Upon investigation I could see it was managing connections to any terminal server in use....

Sorry I got this completely wrong, it was in 'Remote Desktop Services Manager' where our terminal servers are listed on the old server... Teach me to work from memory!

So now i am trying to find out how the server here were specified, as one is a brand new one which I did not add manually to 'My Group'.

One server for RDS is fine. You only need more than one if you want to spread the work over multiple machines. When setting up RDS there's even a built in option to set it all up on a single machine.

Session Hosts are added in Server Manager - go to Remote Desktop Services, Overview. In the lower right you'll see Deployment Servers. If you click on Tasks you can add a Session Host.
