Microsoft Store error Windows update is disabled

I cannot download any app from the Microsoft Store on Windows 10. I get the following error message:

Turn on Windows Update

Windows Update is disabled. You can repair Windows Update by running the Windows Update troubleshooter in Settings.

I have checked windows updates, it says

You're up to date
Last checked: Today

I have run the updates troubleshooter, but there is not any error.

Also I can see in the services that Windows Update service is "Running" (startup type: Manual). How can I fix this?

   I just bought Minecraft on Store and I tried to download but it says an error and say that windows update is not turned on. This error means I cant download anything from the Store. I have tried nearly all of the common fixes and none work, I thought it could be because im Running on a school laptop maybe, so I try and disable any restrictions on the windows update with no avail. Please help me I just want to play minecraft!

2. Windows 10 forced download

   Turn "BITS" service to off or disabled & windows update to manual. Whenever you want to update windows, security &/or optional patches, just turn on "BITS" & start Windows update service & let OS do the rest. You might have to uncheck anything win10 related manually if it's in the download list.

   Turning BITS off is the easiest way to save your bandwidth, even if you have ample amounts of it.

     Properties.
   • Change the Startup type to Manual.
