While an individualist society prizes personal control, autonomy and individual accomplishments, a collectivist one puts a premium on loyalty and cohesion and imposes mutual obligations in the context of in-groups. It has been argued that, in contrast to collectivism, individualism will promote economic development directly by sharpening individual incentives to invest, innovate and accumulate wealth. In this article, I argue that the individualist–collectivist dimension can also affect development through its impact on the quality of government. The in-group favoritism inherent to collectivist societies is likely to engender corruption, nepotism and clientelism in the public sphere. In individualist societies, the relative weakness of in-group pressures and an emphasis on personal achievement and worth will contribute towards a more meritocratic and efficient public sector to the benefit of long-run growth. Empirical evidence is provided suggesting that insofar as individualism affects economic development it does so because it promotes good governance.

Introduction

The individualist–collectivist (I–C) dimension has been identified by social psychologists as the most fruitful way of explaining cultural differences across societies (Oyserman et al., 2002, Kashima and Kashima, 2003). An individualist society is one where ties between individuals are loose and everyone is expected to look after themselves and their immediate family while in a collectivist one people are born into tightly knit in-groups that protect them in exchange for unquestioning loyalty (Hofstede and Hofstede, 2010). Individualist societies put rights above duties and emphasize personal control, autonomy and accomplishments while collectivist ones impose mutual obligations and expectations in the context of in-groups that are perceived to have common fates and goals (Hofstede, 1980, Schwartz, 1990, Triandis, 1995).

Because of the potential salience of the I–C dimension, scholars have pondered the extent to which this cleavage can directly explain cross-country differences in the level of economic development. By imposing social obligations on individuals to share their resources with other group members, collectivism may dull individual incentives to maximize income to the detriment of economic growth (Bauer and Yamey, 1957, Lewis, 1965). Moreover, because individualist cultures attach social status to self-reliance and personal achievements while collectivist ones tend to be conformist, then the former are likely to foster, entrepreneurship, innovations and discoveries that are instrumental in promoting long run growth (Gorodnichenko and Roland, 2011, Gorodnichenko and Roland, 2015, Bauernschuster et al., 2012).

In this article I explore the possibility that the I–C cleavage may also impact on economic development indirectly through its effect on government quality that broadly refers to the extent that the state secures private property and the rule of law, is free of corruption and is endowed with an efficient public administration (La Porta et al., 1999). A large literature in economics has identified the crucial role of good government for economic development (for example, North, 1990, Hall and Jones, 1999, Acemoglu et al., 2001, Rodrik et al., 2004). Secure property rights and equality before the law encourage investments in physical and human capital and technology thus setting the foundation for long-run growth (Acemoglu et al., 2005, Voigt et al., 2015). Corruption is inimical to development since it implies the misallocation of public resources both directly, because of the appropriation of public resources for private gain, and indirectly, insofar as it distorts collective decision-making (Shleifer and Vishny, 1993, Bardhan, 1997). And an efficient public administration opens the way for the cost-effective provision of public goods beneficial for sustained economic growth (Mauro, 1995, Evans and Rauch, 1999).1

The connection between the I–C dimension and governance has been made by several authors. For example, Tanzi (1994) describes how individualistic societies tend to apply the “arms length principle” such that public decisions are guided by universalistic and objective criteria rather than personal relationships and cronyism. He suggests that in collectivist societies such behavior would seem alien and even immoral and would conflict with social norms that put family and friends first. In his monumental work on the emergence of rule of law and political order more generally, Fukuyama, 2011, Fukuyama, 2014 describes patrimonial states staffed with family and friends with little or no effort to treat citizens impersonally on the basis of universally applied rules. These states suffer from nepotism, clientelism and corruption. While not strictly framing his discussion in the context of the I–C cleavage, this author identifies the weakening of kinship ties and the emergence of individualism as important milestones on the road towards the attainment of rule of law that refers to both the application of laws equally to all citizens and government's respect of the body of laws in place.

Given the potential link between the I–C dimension and governance, in this article I consider the causal impact of this cultural cleavage on economic development in the presence of government quality. As such, this contribution can be placed in the context of a growing literature examining the effect of different cultural dimensions on governance and economic development (for a review, see Alesina and Giuliano, forthcoming). My empirical results indicate that the I–C dimension impacts on development entirely through its effect on governance. Specifically, the empirical analysis suggests that more individualistic countries tend to be wealthier because this particular cultural trait endows them with better quality governments. My findings are robust to the introduction of a range of potentially confounding variables as well as the application of estimation methods that deal directly with the presence of reverse causality or, in other words, the possibility that economic development may be an important factor driving both individualism and good governance.

The paper is structured as follows. In the next section I review previous work that has discussed the impact of the I–C cleavage on development either directly or indirectly through government quality. Having done so, I present my choice of data and empirical method. After that I report and discuss the main result and explore their robustness. I then conclude the article.

Previous work

Several scholars have explored the direct effect of I–C on long-run growth. Ball (2001) draws from Bauer and Yamey (1957) and Lewis (1965) to explain how in developing country settings, the strength of in-groups such as the extended family may be advantageous because they can provide informal insurance, but in more developed economies they may undermine growth prospects because social obligations to share within the family or group are likely to reduce individual incentives to invest and

Data and empirical method

I follow Gorodnichenko and Roland, 2011, Gorodnichenko and Roland, 2015 and employ the Hofstede (2001) conceptualization and data as the main measure of the I–C dimension. This data was originally available for around 40 countries but has been expanded over time and currently covers 102. The country scores are generated on the basis of country-specific surveys that ask a broad range of questions the responses to which are then aggregated using factor analysis. Empirical results

Fig. 3 in the previous section is suggestive of a positive association between individualism and government quality. This is consistent with the argument that individualism may facilitate better governance.     • The effect of collectivism-based organisational culture on employee commitment in public organisations

      In the context of public organisations, this research explores the effect that a collectivism-based organizational culture may have on employee commitment (EC) from a triple perspective - affective, normative, and continuance. A sample of 214 employees of public organisations in Spain was used, and the data were analysed through the Structural Equation Model (SEM). The findings show that the prevalence of collectivism in public organisations favours higher levels of employees' commitment. Such commitment can be seen in the employees' intention to remain in the organisation to provide their services or their emotional attachment. The following research contributes to expanding upon HRM-literature in several ways. First, it assumes a broader view of social exchange theory, highlighting EC's importance when planning HRM in the public sector. Second, it considers the cultural environment (i.e., collectivism-based organisational culture) of public entities as determinants of procommitment policies or policies governing public employees.

      We investigate the role of individualistic social rules and norms in charitable giving. Individualism in market societies is often criticized as corrupting morality and discouraging charitable giving. We contest that view. We propose direct and indirect mechanisms through which individualism increases charity. In the direct channel, individualism encourages self-interested giving. In the indirect channel, individualism contributes to charity by reinforcing economic freedom. We use evidence from a large cross-section of countries and several measures of individualism to investigate both channels. Our empirical findings confirm each channel and support the insights of classical liberals, such as Adam Smith and David Hume, and more recent studies in the humanomics tradition, which recovers the argument that individualism has its virtues.

    • The sharing economy: A critical review and research agenda

      Despite their global emergence, sharing economy businesses do not consistently experience favourable outcomes across different geographical regions. Additionally, since the sharing economy is considered a contemporary business mechanism, unlike the traditional business model, there is a lack of constructive business frameworks for these businesses to contemplate in order to maintain or advance their business operations. This is particularly the case with respect to emerging economies. Accordingly, our study provides a comprehensive systematic review of the relevant sharing economy literature to determine influential factors and their impacts on sharing economy business performance. Our findings suggest a diverse context classification and research trend within the existing sharing economy literature and, thereby, we conceptualise a sharing economy epistemology to enhance comprehension of the different forces and mechanisms in place. With that, we develop a conceptual model based on the strategy and institutional literature where we uncover differences for emerging markets. Finally, we suggest a future research framework for the sharing economy field.

    • Trust and attitudes toward income inequality: Does individualism matter?

      In the last decade authors have increasingly examined the role of two cultural traits – trust and individualism – on a variety of economic outcomes ranging from gendered attitudes to entrepreneurship, human capital accumulation, and economic development. While both have positive effects, recent literature suggests that the effects of trust are often conditional on other variables, and this aspect has been neglected in the literature. Indeed, a recent paper found that with respect to gendered attitudes, there are important interactions between the traits of trust and individualism. Building on this foundation we explore how views of trust and individualism interact to affect attitudes about income inequality. Our results show that while views regarding social trust generally positively affect the desire for income equality, this effect is strengthened in the presence of high individualism. Alternatively stated, distrust in highly individualistic environments leads to a greater desire for income differences (inequality). Our result highlights the important role played by market-based price and profit incentives in fostering economic activity and exchange in larger, impersonal extended orders where interpersonal trust and reputational effects are generally absent (in contrast to personal, small group exchange). Our results are robust to a variety of techniques to establish identification and account for sample selection and omitted variable bias.

    • Institutional-cultural coherence and economic development: The case of the Spanish regions

      We explore how cultural traits coherent with liberal institutions affect economic performance. The matching between cultural traits and institutions is what we refer to as cultural-institutional coherence. We study how cultural-institutional coherence influenced the paths followed by Spanish regions after Spain's liberal reforms in the 19th century. We argue that these liberal reforms brought important changes to Spain's institutions and contributed to inducing a major rearrangement in the distribution of economic development across the country's regions. This process favored regions with cultural traits that were more coherent with liberal institutions. We address endogeneity issues using the disparate political paths that the regions followed in their distant pasts. We characterize political paths in terms of Municipal autonomy in the Middle Ages, as well as Constraints on the executive in the early modern period which, we argue, are good instruments for these cultural traits.

    • Assessing different historical pathways in the cultural evolution of economic development

      A huge number of hypotheses have been put forward to explain the substantial diversity in economic performance we see in the present-day. There has been a growing appreciation that historical and ecological factors have contributed to social and economic development. However, it is not clear whether such factors have exerted a direct effect on modern productivity, or whether they influence economies indirectly by shaping the cultural evolution of norms and institutions. Here we analyse a global cross-national dataset to test between hypotheses involving a number of different ecological, historical, and proximate social factors and a range of direct and indirect pathways. We show that the historical timing of agriculture predicts the timing of the emergence of statehood, which in turn affects economic development indirectly through its effect on institutions. Ecological factors appear to affect economic performance indirectly through their historical effects on the development of agriculture and by shaping patterns of European settler colonization. More effective institutional performance is also predicted by lower-levels of in-group bias which itself appears related to the proportion of a nation's population that descends from European countries. These results support the idea that cultural evolutionary processes have been important in shaping the social norms and institutions that enable large-scale cooperation and economic growth in present-day societies.

      Terrorism and spatial disparities: Does interregional inequality matter?

      This article examines the relationship between interregional inequality and the incidence of domestic terrorism in a panel of 48 countries over the period 1990–2010. The results show that a high level of interregional inequality increases the number of domestic terror events in the sample countries. This finding is robust to the inclusion of additional explanatory variables that may affect both interregional inequality and domestic terrorism. Furthermore, the observed link between interregional inequality and terrorist activity does not depend on the choice of the specific measure used to quantify the degree of dispersion in the regional distribution of GDP per capita within the sample countries.

      The role of party politics in medical malpractice tort reforms

      The U.S. tort system has experienced various reforms over the last three decades. While there is an extensive literature on the consequences of these reforms, very little is known about their determinants. In this study, we investigate the role of party politics in the reform process across U.S. states. In order to test whether any party effect goes beyond voter preferences, we apply the idea behind regression discontinuity studies based on close electoral outcomes to semi-parametric proportional hazards models. We find that in states with close election outcomes, a narrow Republican majority in the lower house is associated with a 50 to 150% higher risk of tort reform enactment compared to a narrow Democratic majority. Our results indicate that party politics plays a role in tort reforms over and above potential underlying preferences in the constituency.

      Fiscal Revenues and Commitment in Immigration Amnesties

      Immigration amnesties aim at reducing the size of the informal sector and identifying employers of undocumented workers. However, potential fiscal gains are also important: tax revenues are crucial in all kinds of amnesties. Nevertheless, over the last thirty years an average of 24% of all applications have been rejected. It remains an open question as to why governments accept this loss of fiscal base. We argue that applying for amnesty is basically self-incrimination, and that immigration-averse governments have an incentive to use applications as a means to identify and expel illegal workers. In equilibrium only applicants with the highest income are granted amnesty, while the poorest immigrants do not apply, and fiscal revenues remain sub-optimal. We show that electoral accountability can solve the commitment problem. However, the large number of rejections suggests that the strict voter-coordination required by this mechanism is hard to obtain in practice. Therefore immigration amnesties seem doomed to inefficiency.

      The subject of our research is the existing relation between individualism, as ideology, and mass communication in the context of globalization and social communication. If we can talk today about a second individualist revolution, whose main characteristic is a process of personalization, individualism has a complex and contradictory effect on mass communication. The values of individualism seem to dominate the content of the messages transmitted through mass media. In the measure in which we can talk about a humanist dimension of individualism, this can be seen as beneficial, leading to the affirmation and the development of human personality. However, exaggerated hedonism and narcissism, being central values of the new individualism as well, lead to the weakening and impoverishment of human personality, and to the globalization of nothing.

      Economic growth and judicial independence, a dozen years on: Cross-country evidence using an updated Set of indicators

      Over 10 years ago, Feld and Voigt (2003) introduced an indicator for objectively measuring the actual independence of the judiciary and demonstrated its utility in a large cross-section of countries. The indicator has been widely used, but also criticized. Many new indicators for judicial independence have been developed since. Yet, all of them are based on subjective evaluations by experts or confined to measuring the legally prescribed level of independence. This paper presents more recent objective data on de jure and de facto judicial independence (JI) and strongly confirms previous results that de jure JI is not systematically related to economic growth, whereas de facto JI is highly significantly and robustly correlated with growth. In addition, we show that the effect of de facto JI depends on the institutional environment, but not on a country’s initial per capita income.

      Collectivism and the costs of high leverage

      Prior literature shows that high leverage is associated with losses in market share due to unfavorable actions by customers and competitors. Building on this literature, we investigate the effect of collectivism on the product market performance of highly leveraged firms. Using a sample of 46 countries over the 1989–2016 period, we find significantly lower costs of high leverage for countries with higher collectivism scores. Moreover, we find that the impact of collectivism on high leverage costs is more pronounced for firms with high product specialization and with financially healthy rivals. In additional analysis, we find that collectivism helps highly leveraged firms retain employees and obtain trade credit from suppliers. Our findings thus suggest that a country's culture affects corporate financial outcomes by influencing the actions of firm stakeholders.
